How to Fix Error Code 31

 

I saw a post on Internet:

 

I have a dell laptop (Win 7 prof 32 bit) M4500 that none of the network devices (gigabit ethernet, Wireless or mobile broadband) work on. They all come up with error code 31. I have tried uninstalling and reinstalling drivers but just keep saying driver could not be installed, troubleshooting gave no help at all. I have done a complete virus scan which did not pick up anything. I have tried deleting UpperFilter/LowerFilter from the Regedit. I have an Intel 82577LM Gigabit network connection and a DW1501 Wireless-N network connection. Has anyone any ideas?

Did you install a device or make a change in Device Manager just before the Code 31 error appeared? If so, it’s very possible that the change you made caused the Code 31 error.
Undo the change if you can, restart your PC, and then check again for the Code 31 error.

 

But he said he had already tried this but no luck.
